The British Columbia Provincial Nominee Program nominates foreign nationals to apply for permanent residence to Canada’s federal immigration authority – Immigration, Refugees and Citizenship Canada (IRCC). On 16th June 2020, the BC PNP invited 276 candidates under various sub-categories or ‘streams’ to apply for a provincial nomination. Since eligibility for nomination is determined by a point-based system, qualifying candidates had to meet the minimum point requirement under each stream:
Skills Immigration
- Skilled Worker – 100 points
- International graduate – 100 points
- Entry Level and Semi-Skilled – 80 points
Express Entry BC
- Skilled Worker – 100 points
- International graduate – 103 points
While selecting candidates, the BC PNP also took into account the COVID-19 impact on businesses in the province. Candidates belonging to the following occupations were excluded from this round of invitations:
- NOC 0621: Retail and wholesale trade managers
- NOC 0631: Restaurant and food service managers
- NOC 0632: Accommodation service managers
- NOC 0651: Managers in customer and personal services
- NOC 3236: Massage therapists
- NOC 6211: Retail sales supervisors
- NOC 6311: Food service supervisors
- NOC 6313: Accommodation, travel, tourism and related services supervisors
- NOC 6321: Chefs
- NOC 6322: Cooks
- NOC 6341: Hairstylists and barbers
- NOC 6421: Retail salespersons
- NOC 6511: Maîtres d'hôtel and hosts/hostesses
- NOC 6512: Bartenders
- NOC 6513: Food and beverage servers
- NOC 6521: Travel counsellors
- NOC 6522: Pursers and flight attendants
- NOC 6523: Airline ticket and service agents
- NOC 6524: Ground and water transport ticket agents, cargo service representatives and related clerks
- NOC 6525: Hotel front desk clerks
- NOC 6531: Tour and travel guides
- NOC 6532: Outdoor sport and recreational guides
- NOC 6533: Casino occupations
- NOC 6562: Estheticians, electrologists and related occupations
- NOC 6564: Other personal service occupations
- NOC 6611: Cashiers
- NOC 6621: Service station attendants
- NOC 6711: Food counter attendants, kitchen helpers and related support occupations
- NOC 6721: Support occupations in accommodation, travel and facilities set-up services
- NOC 6722: Operators and attendants in amusement, recreation and sport
- NOC 6731: Light duty cleaners
Attaining a provincial nomination is highly beneficial as it adds 600 points to an Express Entry candidate’s Comprehensive Ranking System score – which effectively guarantees an invitation to apply for permanent residence from IRCC. Provincial Nominee Programs are easily accessible pathways to the coveted permanent resident status and associated benefits.
Those who wish to permanently live and work in BC can submit an Expression of Interest under a suitable stream. Each stream has different eligibility criteria. All candidates receive a point score based on relevant selection criteria. High-scoring candidates who meet the minimum point requirement receive invitations to apply for nomination through regular invitation rounds.
Within 30 days of receiving the invitation, candidates must submit a complete application to the British Columbia Provincial Nominee Program. If nominated, they can apply for permanent residence to IRCC through a paper-based process or online via the Express Entry System.
